According to the report, a car was traveling southbound on Armstrong behind a bicycle. The driver crossed the double yellow lines to pass the bicyclist, and the cyclist turned left, causing the car to hit the bicycle.
The bicyclist was taken to the hospital for treatment.
The car driver was cited for crossing the double yellow lines.
