Billy Watley Killed in Dallas Bicycle Accident on Kleberg Road near Cool Mist Lane; Kenneth Lloyd Conners III Arrested

Dallas, Texas (September 16, 2022) – According to the police, a bicyclist was killed Sunday morning in a hit-and-run accident in the Rylie area of southeastern Dallas.

The deadly accident happened around 7:00 a.m., September 11, in the 12900 block of Kleberg Road, near Cool Mist Lane.

Police said Billy Joe Watley was riding his bicycle southbound in the right lane when he was rear-ended by a vehicle driven by Kenneth Lloyd Conners III, 29.

The impact threw the bike into a grassy area next to the road.

Conners stopped and attempted to talk to Watley to see if he could help him. He saw that Watley was seriously injured and called 911, and then went back to his vehicle to get a pillow, which he put under Watley’s head.

Conners got spooked when he heard approaching sirens and went back to his vehicle and left the scene.

Watley was killed in the crash.

Conners was arrested and was booked into the Dallas County jail on Thursday, September 15, on a charge of an accident involving death, a second-degree felony. His bail was set at $100,000.

The police are investigating the crash.
