Sacramento Man Killed in Hit-and-Run Crash on Interstate 40 in Wheeler County

54-Year-Old Sacramento Man Killed in Wheeler County Crash on Interstate 40

Wheeler County, Texas (March 5, 2023) – A man was killed in a hit-and-run crash on Friday morning in Wheeler County, according to the Department of Public Safety.

The deadly crash happened at around 8:20 a.m. Friday, March 3, on Interstate 40, approximately 10 miles east of Shamrock.

DPS said a 54-year-old man from Sacramento, California, was driving a 2020 Volvo truck tractor semi-trailer westbound on Interstate 40 when a tire on the back left side of the semi-trailer blew out.

The Volvo driver reportedly pulled over onto the improved shoulder. He then parked and got out of his vehicle to inspect the tire.

A second vehicle heading westbound hit the driver of the Volvo while he was outside his vehicle.

The Volvo driver was pronounced dead at the scene. His name has not been released pending notification of next of kin.

The driver of the second vehicle fled the scene after the crash. The suspect, Risa Mancillas, 66, of Carver, Massachusetts, was later arrested and booked into custody.

Authorities said the road conditions were dry and clear. The posted speed limit was 75 mph.

The crash remains under investigation.
