Phillip Carter Killed in Crash on Highway 84 in Lubbock

Phillip Carter ID’d as Man Killed in Lubbock Collision on Highway 84

Lubbock, Texas (February 12, 2023) – The Texas Department of Public Safety has identified the man who died in a Thursday evening crash near Lubbock has been identified as Phillip Marcus Carter, 69.

The crash happened on Highway 84 just southeast of Lubbock on February 9.

DPS said Carter was driving an SUV from a private drive onto the highway when he failed to yield the right of way and collided with another vehicle.

Carter then got out of his vehicle and was hit by a jeep driven by Antonio Medrano, 63, of Slaton.

Carter was pronounced dead on the scene. Medrano was not seriously hurt.

Conditions were windy and dry. The posted speed limit was 75 miles per hour.

An investigation into the crash is underway.
